Eligibility for JCOs and ORs: Car Purchase Criteria via CSD: Retired Defence Civilian Car Eligibility: The Canteen Stores Department (CSD HO) has recently rolled out a revamped car policy specifically designed for Armed Forces members and veterans, detailing the criteria for acquiring vehicles through the CSD AFD Online Portal.
One of the key updates in this policy focuses on the total number of cars an individual can purchase in their lifetime. As per the new guidelines, Defence Personnel in pay levels 3 to 5 are allowed to buy up to four cars throughout their lifetime, while those in pay matrix levels 6 to 9 can purchase as many as five cars during their lifespan.

Starting February 1, 2024, significant changes are being implemented regarding the CSD Car Eligibility criteria for purchasing cars through the CSD. This updated policy is specifically tailored for Junior Commissioned Officers (JCO) and Other Ranks (OR) associated with the CSD Canteen.
The new guidelines for entitlements across all pay matrices have been meticulously crafted to promote fairness and transparency in the car acquisition process. Additionally, this revamped car purchasing policy now encompasses officers from Ordnance Factories, broadening the range of individuals who can take advantage of this initiative. It’s important to note that the procedure for buying a car via CSD AFD has also been revised this year, highlighting the necessity for all Armed Forces members to familiarize themselves with the steps involved in acquiring a vehicle from the CSD Canteen.
2024 New CSD Car Policy for Other Ranks (ORs)
Individuals with the rank of Sepoy or its equivalent in the Indian Air Force and Indian Navy (pay levels 3A to 5) are subject to specific criteria regarding CSD Car Eligibility and benefits for vehicle purchases through the Canteen Stores Department (CSD). This includes active personnel, retirees, their widows, and next of kin. For those in pay levels 3 to 5, which encompasses both serving and retired members of the Armed Forces, as well as pensioners and their families, the maximum limit for acquiring a car through CSD is set at 8 lakhs, not including taxes.
Each eligible person may purchase up to four cars in their lifetime. The first vehicle can be obtained only after five years of service, and there is an enforced waiting period of eight years before buying another car. If a widow of a pensioner wishes to take advantage of this benefit, she may do so using the remaining allowance of her late spouse.
However, if the deceased had already made four vehicle purchases during their lifetime, the widow will not be entitled to this benefit. It is essential to note that the acquisition of two cars must be spaced out by an eight-year interval, which underscores the importance of prudent management and allocation of privileges and resources within this group.
2024 CSD Car Policy for JCOs: Latest Updates
The Indian Army’s Non-Commissioned Officers (NCOs), along with Subordinate Majors from the Naval Branch and their counterparts in the Indian Air Force and Navy, are now subject to an updated policy. This change permits Defense Personnel classified within pay levels 6 to 9—mainly Junior Commissioned Officers (JCOs)—to purchase up to five vehicles over their lifetime via the Canteen Stores Department (CSD) Armed Forces Depot (AFD) online system.
This benefit extends to retired personnel and widows, allowing them to take advantage of this opportunity as well. The first vehicle can be obtained after a dedicated service period of five years, followed by a required wait of eight years for any additional purchases. This new initiative represents a notable enhancement from the earlier restriction of only three cars. Additionally, each vehicle purchase is capped at 10 lakhs (excluding taxes), reflecting a strong commitment to supporting and recognizing the contributions of our armed forces members and their families.

People who have committed themselves to serving in the Armed Forces—this includes retirees, widows, and immediate family members—are classified within Pay Levels 10 to 18. In recognition of their dedication and sacrifices, these individuals are offered the unique opportunity to purchase vehicles, with a limit of 20 lakhs, not counting any taxes that may apply. Each qualifying person can take advantage of this benefit once every eight years, allowing them to travel with ease and comfort.
CSD Car Policy for Civilian Officers 2024
The CSD Eligibility Car Policy for 2024 is designed for civilian officers who are either active or retired and receive compensation from defense estimates at pay grades 11 to 18, including those receiving family pensions. These individuals are eligible for a vehicle purchasing benefit that can go up to INR 20 lakhs, not including taxes. This benefit can be accessed once every eight years by those who qualify.
New EV Policy for CSD 2024: Updated Guidelines and Regulations
CSD Car Eligibility for Vehicles: The CSD’s Electric Vehicle (EV) Car Policy for 2024 has seen some changes aimed at benefiting military members who are selecting an EV for the first time. Under the revised guidelines, these service members will have the opportunity to acquire their next vehicle after just six years, rather than the standard eight-year wait. However, it’s crucial to understand that any subsequent vehicle purchase will still require a complete eight-year period before CSD Car Eligibility is restored.
CSD Car Eligibility for Agniveers and Students of Military Schools
The Canteen Stores Department, or CSD, extends its services to Agniveers, students enrolled in Sainik and Military Schools, as well as Officer Cadets in Training Academies. These individuals are entitled to acquire grocery products costing up to 3,500 rupees each month through the use of Steel Cards. Upon finishing their training, both newly commissioned officers and Agniveers are issued grocery and liquor cards at their respective Training Academies and Centers. Furthermore, Officer Cadets are provided with a ‘Personalized CSD Smart Card,’ enabling them to buy groceries valued at 5,000 rupees monthly and AFD-II items up to a total of 20,000 rupees annually.
