7th Pay Commission Increment Day & Date

Following the rollout of the 7th pay commission, central government staff can now look forward to two distinct types of salary increments. The first is the annual increment, and the second stems from promotions. These increments are allocated on set dates: specifically, the 1st of July and the 1st of January each year. The annual increment is determined by the vertical cells within the relevant Level of the Pay Matrix.

Employees will be awarded their annual increments on either January 1st or July 1st, which depends on when they were appointed, promoted, or received financial upgrades. This change represents a shift from the former system that allowed increments only on July 1st. Furthermore, under the Modified Assured Career Progression Scheme (MACPS), those who are appointed, promoted, or granted financial upgrades between January 2nd and July 1st will see their increments applied on January 1st.

Is it compulsory to be present on increment day?

When a government employee is on leave on the important date of July 1, 2024, when annual pay raises are issued, it certainly affects their salary increase. This occurs because those on leave receive a leave salary instead of their standard pay. Consequently, any salary increment that takes place during their absence cannot be accessed until they return to work.

As outlined in the Department of Personnel and Training (DoPT) directive from February 16, 1989, if a government worker is absent due to leave on the increment date, the new pay rate will only apply once they come back to their job. However, this situation does not change the scheduled date for their next regular increment. Additionally, if a government employee sadly passes away while on leave that qualifies for leave salary, the increment that was due during their leave period up until their date of death will still be granted retroactively from the due date, without requiring them to return to work.

Annual Increment for Central Govt and Railway Employees 2024

The introduction of the 7th Central Pay Commission’s recommendations has sparked inquiries about the Date of Next Increment (DNI) for employees who advanced or received financial upgrades, including those under the MACP, as of July 1, 2016. Their salaries were established on this date following the rules for pay fixation linked to promotions.

Concern 1: For employees promoted on July 1, with their salaries adjusted to include two increments, there is uncertainty about whether their next increment should be set for January 1 or July 1.

Concern 2: There are questions regarding the scheduling of the next increment when an employee is promoted or receives a financial upgrade on a date that does not coincide with the annual increment timeline, particularly in cases where they opt to have their pay fixed under FR 22(1)(a)(1).

Please be informed that the Department of Personnel & Training provided clarity in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017. This document addressed the options available for pay fixation upon promotion from the DNI in a lower position and outlined how to fix pay from the DNI if selected, in accordance with the CCS(RP) Rules of 2016. This guidance was similarly adopted by the Railways, as detailed in the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).

Grant of Annual Increment for Retiring on 30th June

Employees of the Central Government who are set to retire on June 30th or December 31st can look forward to receiving a notional increment. The Department of Personnel and Training has released a directive concerning the annual increments for those retiring on June 30th. It has been made clear that individuals who retire on the final working day are not eligible for the increment that would be effective the following day. Nevertheless, the Supreme Court has decided that retirees on either June 30th or December 31st should receive an annual increment, calculated according to their length of service up until their retirement date.
